What exactly is a smudge?

Yes, i'm a noob at GFX, why do you think i'm asking this?
I have browsed around multiple sites, and found tutorials that always say, "Smudge this, smudge that"
AND I HAVE NO IDEA WHAT THAT MEANS!!!
Explain?

Um.. smudging is like a tool.. yu click the little finger thing but I think on ps yu have to change it from paint brush to smudge and what yu do is yu click a part of the sig and yu like drag the mouse some and yu'ved smudged.. lol sorta hard to explain with gimp.. -,-

smudging is when u make the image to be umm...smudge >.<
its the hand tool near dodge/burn/sponge tool in ps
diff smudge setting give diff smudge result
